Today, The XR Association (XRA) led the effort, garnering the support of 18 industry associations representing virtual reality, additive manufacturing, semiconductor design, computer storage, ecommerce platforms, social media, automotive production, and telecommunications to submit comments in response to proposed rulemaking from the U.S. Department of Commerce on foundational technologies. This coalition of associations representing the best of American innovation called for the government to exercise restraint and balance legitimate national security interests while protecting American innovation when developing new export control measures. In the letter, the coalition urged the U.S. Department of Commerce of following key points when identifying and controlling foundational technologies, which includes:
- Narrowly defining foundational technologies and link to national security objectives
- Assessing impacts to technology development
- Evaluating existing export control regimes
- Dynamically assessing technology lists
- Coordinating with allies
Ongoing national security depends on maintaining U.S. leadership in science, technology, engineering and manufacturing. Only through careful, tailored rule-making and close coordination with industry partners can the Department of Commerce strengthen U.S. leadership without stifling innovation.
