April 2026 – This week, the XR Association (XRA) joined a broad coalition of business and technology organizations supporting the introduction of H.R. 8413, the “Securing and Establishing Consumer Uniform Rights and Enforcement Over Data Act” (“SECURE Data Act”). The bill marks a key step toward establishing a consistent national framework for data privacy.
“As AI and immersive technologies become more integrated into physical environments, data is no longer just collected; it is interpreted in real time to support learning, work, healthcare, and various agency functions,” said Elizabeth Hyman, CEO at the XR Association. “That evolution requires thoughtful, forward-looking policy approaches shaped through collaboration across industry, government, and civil society. We commend lawmakers for advancing this effort and encouraging the kind of multi-stakeholder dialogue needed to get it right.”
The SECURE Act marks the most recent advancement by Congress to establish a federal data privacy law since the introduction of the American Privacy Rights Act (APRA) in 2024 and the American Data Privacy and Protection Act (ADPPA) in 2023. If enacted, this legislation would establish a national privacy framework preempting state regulations that align with the provisions outlined in the SECURE Act.
“Developing effective data privacy policy requires ongoing engagement with the industries building these technologies and the communities they impact,” said Chris Brown, Vice President of Public Policy at the XR Association. “We appreciate the effort to bring stakeholders together and look forward to contributing to a framework that supports both responsible innovation and user trust.”
XRA remains committed to working with policymakers and partners across sectors to support forward-looking data privacy standards that protect individuals while enabling the continued advancement of immersive and AI-driven technologies. For more information on the bill, see here.
