September 18, 2025 – Today, the XR Association (XRA) – representing the growing ecosystem of companies working to bridge the digital and physical worlds with virtual, augmented and mixed reality technologies – applauded the reintroduction of the Immersive Technology for the American Workforce Act of 2025 by Senators Lisa Blunt Rochester (D-DE) and Katie Britt (R-AL). The bill directs the Department of Labor to establish a competitive grant program supporting community colleges and career and technical education centers in implementing XR-based training programs that prepare students for in-demand jobs.
The legislation would authorize $50 million annually through 2035 to fund programs that integrate immersive technology into workforce training. Institutions that receive a grant will be able to work with employers who employ graduates, serve rural and underserved communities, and target industries with skills shortages. The bill comes as growing evidence demonstrates that immersive tools can accelerate learning, improve retention and expand access to training for populations traditionally left behind.
“Emerging technologies, such as XR, can help meet people where they are and expand access to cutting-edge technology and training resources,” said Elizabeth Hyman, CEO of XRA. “Sen. Lisa Blunt Rochester’s bill recognizes not only the importance of equitable access to skills training and workforce development programs, but also aligns with a renewed commitment to revitalize American manufacturing and skilled trades. Immersive technology is a powerful tool for preparing workers for high-quality jobs in modern manufacturing and other critical sectors, ensuring the U.S. workforce is equipped for the industries driving our nation’s economic promise.”
This bipartisan bill recognizes the pivotal role XR technology will play in ensuring that the American workforce is ready for the future of work and empowers businesses to upskill their employees. Earlier this year, the XR Association outlined eight policy priorities for the 119th Congress, including passing measures like the Immersive Technology for the Workforce Act.
“This legislation represents a forward-looking investment in America’s workforce that ensures the future workforce has the skills needed to thrive in today’s economy,” Chris Brown, Vice President of Policy at XRA, said. “Senators Blunt Rochester and Britt are demonstrating the type of bipartisan leadership required to position the United States at the forefront of both technological innovation and workforce readiness.”
The newest legislation follows Rep. Suzan DelBene’s U.S. Leadership in Immersive Technology Act of 2025, introduced earlier this year. To support the passage of both bills, the XR Association launched the XRAction Center to encourage supporters and industry stakeholders to reach out to their representatives.
